Action Comics #23 features the first appearance of
Lex Luthor, instantly making this issue one of
Superman's most collectible early titles. Luthor (who'd later make his first appearance without hair in the "Superman" daily newspaper strip) quickly gained a style all his own, and became one of the all-time great bad guys. That also had Luthor building a dedicated fanbase which has kept this issue among the rarest of Golden Age keys.
