Since Marvel had restored a World War II hero to active duty, why not bring back a villain from the era? Enter Baron Zemo, a Nazi superscientist, who gathers a collection of baddies and dubs them the Masters of Evil (in case anyone was uncertain as to their intentions), plaguing the Avengers with Adhesive X, a nasty one-size-fits-all super-weapon for which our heroes must find the antidote. Capped off with a by-now-expected epic Kirby free-for-all cover image, the growing legion of Marvelites lapped up this treasure when it hit newsstands in the Spring of 1964.
